The Community Administrator is the figure in charge of fulfilling the functions of governance and conservation of the elements entrusted to him/her, as well as advising on matters relating to real estate, as set out in article 20 of the Horizontal Property Law:

  • To look after a proper management of the Community, its installations and services and, for this purpose, give appropriate advice and warnings to the owners.
  • To prepare the budget of expenses with sufficient anticipation and to submit it to the AGM, proposing ways to cover the
  • To look after the maintenance and preservation of the communal elements, arranging for urgent repairs and measures and report them promptly to the President or, when appropriate, to the
  • To carry out the agreements adopted in AGMs/EGMs regarding maintenance works and make and receive payment as
  • To act, where applicable, as Secretary in the AGM and to keep custody of the Community documents and to keep those available for the proprietors in the Owners’ meetings.
  • Any other function conferred by the Community.

The action of the Administrator includes the entire real estate sector,  rural or urban properties, in direct explotation, leasing, shopping centres, sports complexes, urbanisations with services, installations, etc...

If we look back 30 years ago and remember what the buildings were like, their houses, hallways ... it is an image of simplicity with services as basic as the television aerial and in the best cases, a lift. The neighbours knew each other and the Presidents used to collect the money from them after issuing a receipt. Life in those years, the familiar atmosphere among neighbours and the figure of the concierge ensured that everything was in order.

Since then, society progress has led to a new model of cities, with larger buildings, more urbanisations and man communities, all accompanied by a lifestyle where wellbeing and comfort matter.

Therefore, the management and maintenance of Communities is truly complex, abandoning the simplicity of the past. Buildings are now equipped with new installations such as pressure boosting systems, fire detection, drainage, water softeners, security cameras, etc., plus a wide range of cleaning services, pest control, new communications networks, plus the sum of all the maintenance of new communal spaces such as gardens, swimming pools, sports courts, social club, toilets, etc.

The increase in the number of properties, owners of different nationalities, as well as the regulations regarding inspections and reviews of installations require specialisation and professionalism in  the real estate field, which is why the Community Administrator has become a professional with multidisciplinary knowledge in areas as diverse as legal, administrative, economic and technical, among many others, which enable him or her to provide solutions to problems, bringing peace of mind to the neighbours, based on knowledge and experience.

Therefore, it is clear that the Administrator of a Community of Owners is an important role that should be in the hands of true professionals. One of the greatest advantages is that the Property Administrator is in constant training and internalises the current legislation that is constantly changing through the College of Community Administration. They are able to provide legal support whenever a neighbour - or the entire Community - needs it. In addition to being able to manage conflicts, mediate between neighbours and resolve any type of problem that may arise in the Community.
